it’s different, if person A assaults person B, and person B responds (amount of force allowed is different between jurisdictions), that is self defense and allowed. if person C responds in an attempt to prevent an assault that is also ok. if person B/C responds in excess or retaliation (so if person A stopped or in a disproportionate amount) or that is not allowed. i assume its because harassment ≠ physical assault, so physical response is disproportionate.
rape ≠ harassment btw, that necessarily includes physical assault as an additional charge so attacking back physically is allowed
