Because New York and LA have the most Asian diversity. When Asians say they're gonna go to America, they mean they're going to one of the two big cities. That's why most mangas are based in NYC or LA. That way their readers (Japanese) relate more to the story and it's also because the two cities are easier to research for authenticity in the drawings.
