some cultures consider step relations incestuous, but other cultures dont. so it depends.
historically though, the actual meaning of incest was always about blood relations, cause of the problems it caused in reproduction.

either way for haesoo and joowon it should not matter at all because they are not related legally, and havent been for 7 years. even in the very brief period that they were related, it did not make sense to call them brothers as they were *grown teens* that met due to chance and never had any sort of sibling bond
