I think most people finish at 18 to 19 there, so 20 if its korean age would be 19 internationally so its pretty normal, could be that he repeated a grade or was born after july and had to repeat first year of kindergarden like me ╮(￣▽￣)╭
in korea they have one year old since birthday, maybe he's 19, also they become adults at 20.
