I don't think he's the definition of a tyrant. Tyrants are usually selfish and very power hungry, he isn't. He has his reasons to be cold and calculative, to me he's just a very good king with a traumatic childhood and a brother that wants to kill him for no particular reason other than he deemed himself as the villain.
