He's actually very strong compared to most rankers, but when you compare him to high rankers like Mirinae, Yucheon, and the other main side characters we see, he's just not as strong.
So he's way above average, but not yet at the top. I'd say he's like the top 5-10% of the characters we've seen so far in terms of strength. Maybe that's wrong, but that's my guess, at least.
