im sorry but while killing someone for taking medicine is too harsh of punishment what would you do in these situations. it's just a waste of resources to imprison them. you cant let them go because what if they try to get revenge and form groups to try take the town for themselves.
this town has been established for a while and light punishment probably werent taken seriously so people kept on breaking rules. guwon established that rule because a hound, someone essential for the town died cause of the lack of meds. if you're going to pick who receives the medicine is it the hound who's contributing to the town now or the kid who'll probably start contributing only after a decade. rmb it's an apocalypse.
