The whole conversation with the step mom was setting up that it's probably the prosecutor's. But the message out of it is that it doesn't matter if whoever he chooses to be with isn't related by blood to the kid, because that doesn't make a parent a parent, it's stepping up, showing love, raising, and being there for the kid that makes them a parent. His step mom treated him as if she was the kid she gave birth to, even though she didn't, and she is as much his parent as his dad is.
