Although I would never do it myself, it’s absurdly common everywhere. Like I’m in the US and most people I’ve known already had sex before they were 18. Lived in Canada and had friends in Europe who did the same thing too. It’s just that most guys are ready to rut at any time lol.
Yeah, I wouldn't recommend myself but there ARE kids who part take in sex just out of curiosity and stuff too. So in the countries where kids receive early sex education they can have safe sex. I guess Japan's one of those?

I think it’s more about the explicitness and showing it (like tv series Euphoria) rather than it actually happening. Horimiya main characters both had sex together but it wasn’t actually shown and it wasn’t met with that much critique I believe.
