I think it's nice that he doesn't necessarily want to do it or is hesitant. In my opinion, he knows how much Jaein had (still does) to overcome being an Omega in the world he lives in. Sure he'll be protected once marked, but that sense of perhaps feeling like you're control by your alpha is something he doesn't want him to experience. Like Jaein is an independent Omega who didn't need an Alpha to survive. Idk or maybe there's something else.
