Takayama was always mysterious. I think he only wants to save people with "the voice" anyway, cuz that means they are going to die, and he wants to turn them into birdmen. I think he wants Arthur to wait until they convert more people?
I forget the main plan of Eden, but I know they said birdmen are like the next step in evolution. So maybe Takayama is trying to make that happen by turning more and more ppl into birdmen. I think Eden is trying to contain that from happening in a way.
But no one will know for sure until the story progresses.
