It's Godhand (elf leader) and Margarita (priestess). Godhand already lost his arms before he came to the crossroads and pretended to lose them again to gain trust. The priestess contacts the royal family by using prayer as a guise, there's a contact device implanted into the goddess' statue. The royal family has priests as spies all over the place.
Also the royal family isn't sending additional troops because they've perceived threats on all side and sees the crossroads as a least of their worries as monsters attack everyone, not just their empire
It's been really good, I hope it keeps up this phase. I got a little worried in the beginning if they were going to grow old together but I'm glad they killed him. The twinkfication is quite tragic, though
