I believe it was badly translated. This is what I got: Maria believes she will be worthy of standing by Katarinas side if she goes to that place (most probably to study magic). Then Raphael said it's futile cause by the time she goes there, Katarina will be married and thus the place by Katarinas side Maria is working towards will be taken, she will be transported to the royal palacr and her and Maria won't see eachother often. So Katarina was like ye ill go to the ministry aa well, that will put a hold on the engagement and Giordo/Gerald??/Prince might fall in love with someone as well in the meantime and break off the engagement (cause she doesnt realize he loves her lmao)

That convo was like a whole chapter in the novel by itself and they summed it up in two paragraphs, it's understandable to be confused.
*MINOR SPOILERS*
Basically, a mysterious new character is introduced by the dark magic user by saying his senpai will sponsor the MC to join the Department of Magic. This is a governmental branch dedicated towards magic research and regulation. (discovering new magic and making sure people don't do bad things with it) This is the group that was in charge of arresting the dark magic guy and reforming him. It is made up of scientists, bureaucrats, and field agents going on missions. (If I remember correctly Maria wants to be a scientist).
This will lead into the next story arc where the MC will be drawn into one of those field missions and the mysterious senpai will be revealed at the end.
