It looks like she is well on the road to recovery and her parents seem supportive (I damn near cried when the father said it's okay), although the mother scares me a little, I think they're good.

At this point, I don't quite remember much about the original Chloe anymore but to say she "deserves it" I think is a bit inhumane.
Forget about punishing the bullies, but no one bothered to reach out to her and give her a helping hand (or did I forget that part?) and yet they look up to someone who is kind? Why don't you start first?

yeah i agree! if she lived all her life like that it's no surprise she was like she was but the kitchen maid didn't do anything and for that part i agree she did really bad but If put in her shoes it's understandable but she shouldn't have !!!

a short answer is, it's likely that due to her attitude chloe is generally not likeable and no one really wanted to reach out to her because they wanted nothing to do with her.
to elaborate, based on what i've seen so far, it seems like chloe's social anxiety was really, really bad and from experience people can misunderstand it easily. just imagine being around someone who doesn't want to look at you, doesn't want to acknowledge you and just seems like they don't want to be around you.
it's not instinct for them, especially as servants to be like, "hey are you okay?" it's instinct to feel a bit insecure and judged. it would make them think "what's wrong with me?" people generally dont want to be around a boss who makes them feel uncomfortable and let alone be around a boss who makes them feel judged.
so while it's understandable why she acted like that, it's also understandable that the servants, even reasonable ones, wont really want anything to do with her and wont particularly like her and give her a chance because, she didn't give them a chance either.
granted some servants treated her like shit and while im not saying she deserves it, there was just no respect coming from both ends. shit humans like the head maid took advantage of that and harassed her to feel powerful and other shitty humans hid behind. but no one felt the need to help cause no one cares enough. some probably felt bad but they most likely didn't care and didn't want to be involved.
in a scenario without bullies and prior to her not taking responsibility, it's probably gonna be a more functional relationship and people would do their jobs but they wont particularly care or treat chloe with kindness, because in their eyes, chloe won't care and won't treat them kindly either. it's just gon be like, aight we dont fuck with each other.
even in the real world we can agree that it's not easy to reach out to someone who doesnt want to be reached out to. anyone says it's easy to be kind but it would take someone who can get past their own fear of getting judged to reach out to her. and you can't expect people get over their fears just as u cant expect chloe to get over hers.
Yeah.. and i think the fact that the head maid use to bully her when young was the max cause for her anxiaty and cowardly personality
i'm really sad for her but i can emphatize with the servants' indifference.
in certain comics, including this one, I always get frustrated one person cuts off another person, no matter who it is or what they are saying, maybe it's because of my personal habit but I just wish they would listen first and then reply.
