It's later explained in the novel about why Chase didn't question why a beta male can get wet. Or you can read some comments I left here and there about what happens in the novel.
As for why Chase is horny. The novel doesn't really go into it, but it's mostly because Chase realized his feelings towards Josh after the coyote attack. He's been attracted to Josh this entire time, but bc he's traumatized/afraid of sex, he was extra prickly towards Josh since Josh triggers his desire and arousal. He also thought Josh was only attracted to him like everyone else due to him being a Dominant Alpha. But after Josh saved him from coyotes and got injured on his behalf, Chase lets go of that misconception.
