Rereading this after knowing the ending hit different. I can't stop crying even at little scenes. Even the part where they sent off the little brother to another country. "As long as we're alive, I'm sure we'll meet again someday." It hurts to think how both brothers would react hearing the news of their deaths.

I think she had moments where she saw him as a ‘man’ but the feeling wasn’t strong enough to be a ‘like’

I feel like there are plenty of reasons as to why she wouldn’t be completely in love with him. First off, until recently she was treating him like a younger brother (even if he didn’t treat her like a sister). So even if she might have started to develop feelings for him, this context alone would rip her out of the moment. Second, she knows the original flow of the story meaning she knows he will end up with the OG FL, another reason as to why she wouldn’t want to develop feelings. Third, for a decent chunk of time MC thought he was going to KILL her. That will always dampen the kindles of love when you know your murder might be involved.
So I feel like now she can just focus her attention on him and his actions. He is going to court her not as her brother but as a man unrelated to her. Honestly this is probably the best action the author could have taken because otherwise her feeling wouldn’t make too much sense.
I mean you can still be embarrassed about things and not have feelings for someone... I mean, let's be real, she probably does have feelings but doesn't know it but im just saying that not everyone who blushes has romantic feelings.
