from my understanding, the blonde guy acted as an omega so that the Han Pharmaceutical get rich. His dad (the Han) send the blonde guy as an arranged marriage (with price) to the emperor and used sangyul along to be there. this uproar of rumours were made by the Han Pharmaceutical so that the engagement get cancelled (before the emperor knew that the blonde aren't an omega, that it was a scam) and he would get the money by blaming it was the emperor's fault the marriage weren't able to be proceed.
as for sangyul, he was there for experiment purposes. they wanna know what will happen if the experimental omega were to expose near an alpha. that's why they keep giving him medicine when he was there.
