I guess the story is so dark that the author had to find a way to lighten the mood and it resulted in the FL stupid personality. Don't get me wrong, i love her but the pervertedness is a bit up there. So if you can try to bypass that then this story is a 10/10.

I think he is Chaotic good. His goss goal was to bring the empire down a couple pegs. He knew how to manipulate Trashta to manipulate Shovshit into messing up his relationship with Navier , all while he was helping Heinley and Navier get together to be a power couple and giving the empire the biggest dunce for a empress

Her reaction, I think. If he had killed the husband, she would be less willing to go along with what he says. She would hate him more than she already does. By leaving the husband alive, he can appear (somewhat) merciful and get cooperation out of her at the same time.
