I think the point of Kouta having that hairstyle is to emphasize that he isn't as conventionally attractive as other guys, especially Haruto, whom Kouta always compares himself to.
If Kouta was just another cute guy or looked as good as Haruto then the message that appearance isn't what matters but your heart in a relationship wouldn't be as strong.
Haruto doesn't really care that Kouta isn't a conventionally good looking guy. I would say that us readers shouldn't care either but we all have our opinions. Despite Kouta not looking like an ikemen or 'uwu' like, I think his character design is excellent and compliments his personality and development of his character.
