Wel it’s my personal opinion but I think if you love someone you don’t just stand by and watch them get hurt by your master

The deal with Lina was that if he ran away, then she would convince cp to spare the commander. Also, if you consider the commander spending time with yoo young to be betraying the cp, then yes, he did betray the cp.

Also, the commander tried to convince the cp to let Yoo Young go and let him go to the commander. It didn't work, which is why he's in prison.
