Because he doesn't know what Yeongwoon feels about him. I mean, Yeongwoon disappeared for 10 years and now that he met him again, Yeongwoon doesn't open up to him. He thought that Yeongwoon already forgotten everything about their past. The image of Yeongwoon leaving him behind still haunts him, the expression Yeongwoon left him 10 years ago still

Pierced his heart making him to hold back from showing his emotions. Then Yeongwoon be showing infront of him like nothing happened. Who wouldn't hold back? When they were still teens, he was afraid that Yeongwoon wouldn't reciprocate his feelings. UNTIL NOW.

The feelings are really deep and needs deeper understanding. Rushing it like that makes it feel iffy when they literally had the biggest miscommunication after what Jaewon did.

That was season 1’s problem though. Now he knows that yeongwoon has not forgotten about their past and is still the same caring person he once knew. And he also knows there’s something that yeongwoon is deliberately hiding from him. I’d say season 2 seoin’s mission should be to get yeongwoon to trust him, to open up to him, and logically the first step should be to let him know his feelings for him in some shape or form. I already see some progress where instead of just having sex, he lowkey took him out on a date. Seoin has finally admitted to himself that he still loves him. And it seems to me that in this season, he will cherish him instead of being petty bc of the past misunderstanding. So, is there anything still holding him back now!

Partly because he doesnt believe Yeongwoon loves his back because the latter often 'draws a line' between them. The other reason I think is that Seo-In feels jilted by love, having loved his adoptive mother who I think did care for him but with conditions.
