Jen was with his mother at the time of the explosion, but there was no evidence he died which I'm assuming is because his body was not at the scene. So that's why they concluded Jen went missing. In the 2nd chapter, it shows that two years later- York/Joo and his father went to visit Joo's mother at the cemetery. While they are there, Joo sees someone who appears to be Jen from the back, and so he chases after him. But then when the stranger turns around, he realizes it's not Jen and so he tipped over, almost falling to his death until his father saves him. Then, it shows a baby with red birthmarks, that appear to be like burn marks with his mother, calling out "Jo". So it's basically implying that the baby is the reincarnation of Jen
