The story insinuates that after Tristan gives all his blood to Ethan, Ethan turns Tristan to a vampire, because he was on the edge of life.
A bonus: Some vampire lore or fiction says that to turn a human to a vampire, you have to drain the human of a lot of blood before trying and it's not always successful. This may play into that as well.

Here’s another theory what if because Tristan had Ethan blood recently which had pure blood in it because of the other guy, when all his human blood vanished the only thing that was left is the pure blood so he turned into a vamp cause what I understood from the story is that only pure blood can turn others to vamp. This will be my headcanon if there’s no side story, Anyway for the question yeah vamp can feed on each other we saw it many times throughout the serie so yeah.
