I mean Japanese high school is age 16-18 so he's at least 16, which is the age of consent most places. (BTW in Japan it's 12 so definitely nothing illegal here.) Really just seems like he's a teenager living in a rural area and got curious about his sexuality so decided to try things out with a slightly older guy. Which is pretty normal. The guy gave him the opportunity to say no and it seemed like both of them were happy with it. Honestly this is less problematic than 80% of yaoi out there.
