It’s normal, it’s to let you enjoy the view at the top for some minutes before moving down again. ;)
When we traveled back in the Philippines, there was this huge ass ferris wheel and I kid you not, it stopped they said that it's a normal occurence but not harmful since everything is intact!1!1!!(⌒▽⌒)
