Imo, Because he wants to genuinely apologize and have some type of "closure" or to end things in a good note without any regrets (unlike what happened in the past), not just simply apologizing for the sake of saying he apologized and clear his conscience and move on.
The regret roots from dying without ever having the chance to fix things between a person he had cared a lot in the past (or maybe even in the present).

If he meant to apologize of course it will be sincere(but he have to do it first),and the ml have the right to accept or not accept the apology. But the the mc he just keep his mouth shut he can't say anything and because of that the ml is only hurting him

Sadly, the ml does not even give the mc chance to talk or if he did, it might not get through to him and he'll probably dismiss it immediately as he was that hurt by mc's words back then. Also, with mc's personality, even if he did apologize, ml not listening to him or accepting his apology and them still having a bad relationship would still eat him up and make him depress. Even if they don't show it or admit it, people sometimes want redemption more than simply apologizing, especially with people they were once close with. Things dont need to be how it was before, but a little redemption in the other's eyes is at least enough to make the person apologizing a little less depress and able to move on.
Also, the biggest pain for mc is not from being humiliated but not making amends with ml. You can see it from his reaction. He is not angry at how ml treats him. There is no resentment in his part.
For mc to put this much effort, regardless of the hurt and humiliation, only means he cared for ml that much, maybe even more that he realize or admits to himself.

That's just my take thoo. Either way, however mc gives his apology, there will still be tears because of so many unresolved issues between them. We are all here for the angst but we can only hope this is will be a happy ending ╥﹏╥
