Kang haru is simply lucky to be born in a family of rich and powerful family. Imagine of haru wasn't born in a privileged family? He would have been the government lab rat forever. There was no way they would have released him in four years. His patents are powerful and rich. So the laboratory can not dare touch him whenever they feel like.
More like lucky that his parents really love him. It was mentioned by one of the doctors that his parents' company wasn't powerful before but is now so I would guess his parents really did everything to get him.
