This is an old comment so you probably won't see this, but no I don't think he likes him. To me he seems obsessed with the idea of them being as identical as possible. Futaba is even creeped out by how obsessive he is when she asks him: "Could it be that it made you happy to have people think you two were similar" (Ch4). I think part of the reason he kissed him is that them liking each other would increase their similarities. He even asks him to wait for him to like him back in ch5: "I want us to be together so that someday I can return the same feeling back to you.. is it wrong to want that.. and then maybe you and I will be a little bit more similar." Except he doesn't realise that their similarities aren't even organic and are just the result of Nakata mirroring his movements. Since the story is cyclical we can imagine that the same pattern will be repeated but with Tanaka mirroring the other's traits.
