Idk if August was employed by capitalist companies or whatever but from the information we have been given, the targets we know about could have been seen as leaches or blemishes upon the face of society as the orphanage was looked down upon greatly by the people in the area. I can only guess that if the nursing home was the same that if August was being employed, it might be by a realestate company???

Often, women are portrayed with such harsh and flat characters in yaoi mangas. They are either idiots who are just there for the sex, or are cruel, or are just dripping blood from their nose because they are fujioshis. Here, Kwon is level-headed but she still goes through a moral dilemma: what is right and wrong; reflected; got enlightened; apologised later for her earlier ignorance; and finally stood strong and hit back at the assholes of our society by stating her opinion with pride! Just damn. Ms. Kwon. What an amazing character.
