It’s not incest. The congressman and his current secretary knew Akira’s father in the past. The secretary was just remembering how he met Akira when he was young. The congressman is somehow responsible for Akita’s father suicide so Akira is out for revenge against the congressman
this actually seemed like it had so much potential... but the complexity of the events were massively downplayed and i dont think i like it much... i would have hoped to see more drama and contemplation on the MC's side... like dude, you like the younger brother, but slept with the older brother, and now you find out the younger brother actually likes you too... but ends up accepting his feelings immediately... at this point, i would have hoped for a more deeper thinking, or a dramatic scene of some sort... but NOPE we immediately jumped to them being all lovey-dovey, forgetting about the fact that HE SLEPT WITH THE OLDER BROTHER. and that wasn't even resolved much. we didn't see any chemistry or anything between the MC qnd the older brother. I don't even think the MC and the younger brother would be a good match...
so much was wasted, this could have had a good storyline.. albeit cliche, but could have had a better direction
