the fact that cops in real life don't actually listen to testimonies depending on the person (whether it's because of age, gender, sexual orientation, race, etc.,) or they just don't do anything about it is so realistic and just raw. Je-Oh is right to not want to forgive Officer Kim. Officer Kim himself said he wasn't going to listen to a kid's testimony. When you think about it, Je-Oh might've not been left with his Dad's debt on his back.
