Shounen ai and yaoi are completely different. Shounen ai is without sex scenes, yaoi is with sex scenes. In this case it's shounen ai. Yes, hinting at sexual moments, but without seeing body parts or sexual acts. The most we get in shounen ai is typically what we see here, a skip over sex. We did get the obvious masturbation scene but without the actual act shown.
I think I read your wording wrong oops. If I did misunderstand then yes I agree they should take the yaoi tag off and replace it with shounen ai
