i think its just governmental corruption. jake is prolly the one who sent senator conner information about rolfe. they're not working together. he's likely trying to take rolfe down first, then the senator.

How did allat happen within 8 CHAPTERS anyways i like this lore i was there was a shounen version like this where it just focuses on taking down the organisation, that would be fun to read.
