I think kinda both but just that Asahi doesn't realize herself. Like the famous quote, "love is blind" well she takes that very extreme and she has spoiled raised childhood that she never have rejected thing or something that she wants. She was upset when Ruri told her that she hates her. Then Asahi blames king for brainwash her "bff" that she don't even care about other people (followers) who fell with her.
So i would say both that she don't give an f..k other people since she only wants ruri but she is an idiot in some way which that why she able to cause situation worse in novel with war.
