Uh he had a translator because he simply didn't want to cooperate. Elves dislike humans but respect nature. So he was being petty. But now he got over it and decided to cooperate. The translator was for the Chancellor to be able to talk without having to use or reveal he knows the empire's language.

The small orb-shaped relic in that guys mouth. I assume it would drain someones life energy if they were to bite down on it. So Eros used it as a way for his assassins to kill themselves if they were ever caught.
