The witches weren’t like mothers to him. They hated him throughout the story but were the only “family” Noah had so he developed a complex for them. He wanted the witches to go down with him but then he didn’t want them to die after realizing they were all he had. Ultimately he didn’t want to be alone. That’s his whole archetype
