The translator explained it already. The pronunciation of he and she in Chinese sounds really similar, that's why the happy bear still don't know that 16 is a man and continues using she her
I think because in chinese language, “he” and “she” pronouns sounds the same. It’s the same “tā” sound but different when written.

I did some digging online, and that was the only explanation that made sense to me. Personally, I just think Happy Bear would be way too shocked if he found out that 16 was actually a guy pretending to be a girl.
