In Japan you only have to finish middle school, highschool is voluntary. I think its because, like college, they have to pay in order to go to hs.

ya is manga is license means noone can translate it, so if someone translate it and takarai rihito or the one who license it know than there'll be a chance of this manga being drop aka she will release the next ch (ch 28) in 3 years time. and the one who translated it will goooo straight to jail. so now we can just wait for a month and if sensei release the next ch then this manga will not be drop.
