The saint is just a really immature highschool girl. You know the typical protag of a shoujo action manga type. Who would rush in to save people just because she has powers. Without really thinking about the consequences. The reckless "I can totally save people because I'm the main character" type. And she's mean to our main boi cause the Captain pays attention to him and won't accept her advances.
But Kondou is a rational grown up man and doesn't resent her for it. He's so nice :')

Its actually nice to see a manga where the main character is not really typical main character material in an isekai manga. Like if this wasn't BL it would be a really interesting concept.
