As harsh as it may sound, yes. They do allocate budget on cases like that where a homeless person with nò identity comes in. Usually they treat on what ails the patient just to make them stable however I think any major surgeries urget or non urget gets a consultation on the higher ups if they will proceede on the operation

Well. Everyone in holland gets emergency treatment, our healthcare system handles that. When you're in non-life threatening conditions (your problem is fixed and you're not going to die from the problem in the near future) you get discharged. After stabilizing you and treating you in case of emergency (you're really dying on the spot) they'll look up your insurance. If you don't have one they'll ask for money afterwards. If you cannot pay, you will prly be thrown out the day that they finish the last check up. It it is a non-life threatening situation like only pain or a small surgery, you need to go through the official procedure, where they'll check for insurance first. Idk how stuff is in other countries.
