Found it in Chapter 82.
I don't think he appeared previously so he's a new character. He's prob going to be the future love interest.
It was the police/security officer in Chapter 82 in the wedding. Found it in one of the comments in the official translations. But yeah, probably future love interest, but we'll never know unless there's a spin-off.

So, I tried to find the raws, and it looks like Chapter 4 is the latest (released early March). The artist is on twitter (@ojipooo) if you want to check the links to buy it.
The translation's really hard to understand. The image quality is good though, so I hope they find someone who can help them translate.
