At first it was probably to keep an eye on her but then that mindset might change when she protected him in the train. Not to mention how much Judith has changed since MC transmigrated into her body. Since Luca's issue with Rudieger is the "sincerity" of Rudi's love and affection to him in the first timeline, when Judith shown genuine love to him in that one month, he got attached. That's how I interpret it tho.
