Those who think that a better punishment would be sending the father to be a Hound, just re-read the whole trial. Hounds are regarded as heroes, therefore getting the majority of the medical supplies. Even if he got killed most of the citizens would be sympathetic because a father sacrificed his life for the wellbeing of his son, albeit forced to. Whether he survived or not would be blamed on the individual, not the group as it's a post-apocalyptic society. Woojun would most likely grew up thinking that the punishment wasn't really a punishment, but a chance for his father to redeem his wrongdoings but ultimately failing to do so.
