Nah he did. I forgot majority of the plot but they don’t really start dating cause he just thinks she pities him and is too good for him. Like the Beauty and the Beast.
Also his bro develops a crush on her and that kinda derails stuff too (she doesn’t like him, but he does interfere). And then there’s a whole thing where the sister disappears (she’s doing stuff for the revolution or wtv) and asks MC to take care of this revolutionary in the basement of the Earl’s house, and later MC gets thrown in prison for harbouring this. She doesn’t accept ML’s help, which makes him angry, and they go separate ways, meeting a couple years later.

Kinda - I believe they get together after the time skip, but not immediately after they meet each other. It takes a long while for them to get in a relationship. That’s why I dropped the novel before the skip - I felt too frustrated to continue on, and I only really enjoyed this story for the romance.
