I think in his mind he didn't betray silivia. At least he didn't when he was planning this. He promised silivia to build a country where their kids wouldn't grow up the way they did. I think in his mind he was just completing that wish. He believes that if Caitel got his revenge he would abandon the country and it would fall back into ruin
I understand. But those three, especially caitel felt betrayed and the kids his sons. Silivia much like feel the same way. He "believes" that is right. He believes that caitel will do that. But it was one-sided "believes". He was too focus on that. What if caitel wants to look for his brother not for revenge anymore but for the princess, to make sure the princess will be out of danger? What if caitel already change and see the value of his country and his people,because of her daughter? What if something happened and caitel and princess die because he hid about caitel's brother being alive? his country will be ruin. He was too focus on the "promise" that he forget the "possibilities" "what ifs" tho those was just some possibilities and what ifs.

I understand why perdel did that. But perdel, as you have mentioned you have almost same equal authority with caitel. You have control and power over the country, why betrayed caitel when you already know that your love for your country and caitel are not on par. You put them caitel and the princess in danger.
