Only the hair and eye colours are same for Sakae And Abeno. But their eye shapes and facial features are drawn differently. They are just two blond dudes with same eye colour who lack well defined eyebrows. Add the Executive to the list of "lacking eyebrows" too.

Yes, but the comparison between Sakae and Abeno has been made several times in the story. Plus, Sakae was close to Aoi, who, as far as we know, was basically a parent to Abeno. I don’t think any of that is coincidence. I’m almost certain Sakae and Abeno are related in some way, so I’m withholding my ships for now.
