Yeah. We know that that wasn't Jaafar's intentions. Since he doesn't know about Sinbad and Arba, and has been "best" friends with Sinbad all of those years, he naturally assumed that Sinbad understood what he meant.
Btw, I put best in quotations, because as of right now, Sinbad is so brainwashed that he's almost an entirely different person. He's not who Jaafar knew.
