i would say more towards the latter. because Youngwon confessed, but it made Haemin angry (understandably), basically like why are you confessing now after all the games you played, but then we get the flashback, and he gives Haemin a shallow explanation of how he really liked him the entire time. and even though Haemin is hesitant to accept it, he still gives in.
Oh ok..so that WAS Haemin giving in. I was hoping he'd stick to his guns and drop Youngwon. He deserves better than a self-serving jerk
