Judging by the way he didn’t care to send men after Aseph to kill him, Elzay’s father was aiming for the parents of the ML specifically, or otherwise assumed Aseph would die on the streets or something.
They're not brother and sister. Aseph's dad is the man from chapter 1. Elzay's dad killed Aseph's dad and mom by setting their house on fire.

From what I understand, she was a pretty young vampire when she went on her killing spree. Older vampires would have likely been too strong, smart and/or adaptable to be killed by her.
