Well--it was already known that the princess doesn't love the hero but is only in it for political reasons meanwhile for the rest of the other 2 girls...well...you'd be pleasantly surprised how it's was handled. Even I don't get the author's meaning behind the scene but here's a little context for ya. Women in the Amish have to be very conservative, no showing your hair, no makeup and no revealing clothes because it is seen as vanity and therefore a sin. I THINK in the Bible there was something saying that women that leave their hair out are under the authority of men. Dunno what it's really saying but I hope that's enough for you to understand the scene.
I’m not sure but I think they only can show their hair to someone like a husband, so when she show her hair to Theo he’s kind of “ obliged ” to marry her. Also she says something like “ I also have someone I like ” referring to Theo brother so she knows (probably) that Theo love Oz and that’s why she said wonderful curse cause now both will married another even if they don’t love each other. ( but they won’t marry :D)
